Recently, the "Cross-border E-commerce 'Airport Express' Model," led by Chengdu Customs, has been filed with the General Administration of Customs as a Free Trade Zone Innovation Initiative. Previously, this measure had become the ninth batch of institutional innovation achievements of the China (Sichuan) Pilot Free Trade Zone (Collaborative Reform Pilot Zone).

As a crucial hub for cross-border e-commerce in Southwest China, the Chengdu Airport International Express Center handles a large volume of cross-border e-commerce goods. In 2025, the weight of goods passing through the Chengdu Airport International Express Center increased by nearly 30% year-on-year, setting a new record. Cross-border e-commerce goods released by the Chengdu Airport International Express Center need to be transported by road to Chengdu Tianfu International Airport and Chengdu Shuangliu International Airport for export via customs transit. With the increasing demand for customs transit of cross-border e-commerce export goods, the complex operational procedures of traditional transit companies have brought new challenges to customs supervision.

To address this challenge, Chengdu Customs and its subordinate Chengdu Shuangliu Airport Customs have collaborated to explore the "Airport Express" model for cross-border e-commerce. Under this model, automatic comparison of transit declarations can be achieved, and transit goods can be released 24 hours a day upon arrival, effectively improving logistics turnover efficiency.

The "Airport Express" model for cross-border e-commerce utilizes a smart transit declaration application to capture logistics data from customs, airports, and other links, automatically completing two separate applications for transit and exit. The application of new smart locks enables intelligent monitoring of transit goods during transit, achieving intelligent restructuring of the declaration process. Enterprises can achieve "one-time confirmation," saving time and effort. Peng Wei, General Manager of the Chengdu Branch of Shenzhen Huitong Tianxia Logistics Co., Ltd., has a deep understanding of this: "Now we only need to enter the data once, and the system can automatically complete the declaration of release order and transit order, reducing two manual declaration steps and saving about 30 minutes compared to before. This greatly facilitates the transit of our company's cross-border e-commerce goods." HHD smart security lock is equipped with a Beidou/GPS dual positioning module and low-power wireless communication technology. Combined with a cloud-based monitoring platform, it achieves real-time monitoring, full traceability, and intelligent early warning throughout the entire transit logistics process. Customs officers can view vehicle trajectories and monitoring footage at any time through the smart transit monitoring system or mobile APP, and remotely complete sealing and unlocking operations. While achieving "minimal intervention and fast customs clearance," the integrated use of the smart electronic lock receiving cabinet and reader is closely linked to the operational process, further ensuring accurate and effective supervision and solving problems such as blind spots and poor information flow associated with traditional mechanical locks. This aligns perfectly with HHD Technology's core concept of "building an integrated 'software, hardware, and cloud' supply chain security solution," demonstrating its product's customized adaptability in customs and port scenarios. This collaboration with Chengdu Customs, which helped the "Airport Express" model obtain national-level registration, is yet another powerful testament to the company's technological strength and industry value.

Since its implementation in July 2025, this model has processed an average of 20 "Airport Express" shipments daily, handling 2,284 cross-border e-commerce transshipment orders, totaling 4,560 tons of cargo. The application rate of cross-border e-commerce goods transferred from the Chengdu Airport International Express Center to Tianfu International Airport for export exceeds 95%.

In the future,  HHD Technology will continue to focus on core scenarios such as cross-border logistics, using more advanced industrial smart lock technology and solutions to empower the implementation of more free trade zone innovation measures and promote the digital and secure upgrading of the global supply chain.
